Romano is temporarily blinded and his girl friend is killed during two attempts on Hooker's life.

SYNOPSIS:

Released convict Willie Duncan is determined to kill T.J. Hooker as revenge for the death of his long-time cellmate, whom Hooker originally sent to jail. Obsessed with his vengeance, Duncan hires Mickey Tovelli to make a special chemical explosive in the form of a fire-bomb. While Hooker and Romano are on patrol, Duncan and Tovelli fire bomb their patrol car. Hooker is just shaken, but Romano faces possible permanent blindness. Officer Maggie Paine, Romano's girlfriend, is assigned as Hooker's partner. Maggie is able to track down the chemicals from the bomb and the company owner identifies Mickey Tovelli as the purchaser. Learning that Romano is on the road to recovery, they celebrate by planning a barbecue at Stacy's home. Maggie and Stacy borrow Hooker's car to go shopping for supplies. While Stacy is gathering her things together, Maggie goes to warm up the car. As Maggie turns the ignition, the car explodes into flames, killing her. Duncan's identity is discoverd and Hooker, Romano, Stacy and Corrigan team up to race to Duncan's apartment. Duncan is waiting for them up on the rooftop and opens fire on them when they arrive. Hooker chases Duncan off the roof and to the power plant where Duncan used to work. Through the maze of pipes and stairwells, Hooker is finally able to catch his attacker.
